CDA JR TACKLE RULES FOR 7 ON 7 FOOTBALL

League Description: The CDA JR. Tackle 7-on-7 Passing League is a competitive, one-hand touch football program that enables quarterbacks, receivers, running backs, defensive backs, linebackers and other skill players to improve their skills. The game is fast paced, exciting and challenging. It is a MUST DO for young football players wanting to improve their passing, catching, and defensive skills. It also is known to improve player speed, agility, and quickness because of its fast pace and one-on-one play that is required. 

Who Should Participate? Quarterbacks, Running Backs, Receivers, Linebackers, Cornerbacks, Safeties and other Skill Position players wanting to improve their game!

Field Dimensions:

Field Length--45 yards long

Field Width--160 feet (60 feet to hash mark, 40 feet between)

End Zone--10 yards deep

Starting the game:

A central time keeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 2 minute mark.

The visiting team on the schedule will start the first half with possession of the ball. The home team will start the second half with possession of the ball first. NO TEAM WILL BE ALLOWED TO PARTICIPATE WITHOUT SHIRTS!

Team t-shirt must be worn. All players must wear protective mouth piece and approved helmet. Players are permitted to wear standard rubber cleats. No metal spikes!

Ball always placed on right hash mark when at the 45 yard line.

Each team will use its own ball during offensive possessions. 7th and 8th to use J5Y and 6th to use J5J size footballs. 

Moving the ball:

No kicking/punting.

Field is marked at 15 yard intervals with cones. (3 first downs without a penalty would result in a touchdown)

Possession always begins at the 45 yard line at the right hash.

Offenses always move in the same direction

NO PLAYER MAY RUN WITH THE BALL, ALL PASSES MUST BE FORWARD (A pass caught behind the line of scrimmage must be a forward pass)

Possession always begins at the 45 yard line at the right hash. NO PENALTY WILL BE ASSESSED IN EXCESS OF THE 45 YD. LINE. LOSS OF DOWN WILL BE ASSESSED INSTEAD.
Interpretations
:
First down – incomplete pass and offensive penalty results in the next down being 3rd down.
Second down – incomplete pass and offensive penalty results in a turn over to the defensive team.
NOTE: THIS APPLIES ONLY IF THE BALL IS ON THE 45 YARD LINE. If the ball has been advanced, and a major penalty must be enforced, the offensive team is penalized half the distance to the goal line (45 yard line).

ONCE A FORWARD PASS HAS BEEN THROWN, A BACKWARD PASS (lateral) IS ALLOWED.

THE 4 SECOND COUNT IS STILL IN EFFECT IF THE FORWARD PASS IS CAUGHT BEHIND THE LINE OF SCRIMMAGE.

Should a swing pass not cross the LOS and before the 4 second count has expired, a defensive player tags the ball carrier behind the 45 yard line; it is a SAFETY worth 2 points.

 

Special Rules:

               No blocking.  Players are allowed to screen block only.                             

Blocker/Offense can not use their hands or arms to block out the defenders while screening the defenders from the rushers.

Blocking after a reception is ok. 2014 change

Receiver/Ball carrier is legally down when touched below the neck with both hands 2014 change. (Excessive force by shoving, pushing, or striking a blow will be penalized by automatic first down and 5 yards.  Expulsion of a player(s) if ruled unsportsmanlike & flagrant).

Fumbles are dead balls at the spot with the last team retaining possession. A muffed snap is not a fumble/dead ball. The 4.0 second count remains in affect on snaps.

Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay of game penalty will be loss of down plus 5 yards.

The QB is allowed 4.0 seconds to throw the ball. The Official timekeeper starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball.  If release is under 4.0 seconds, the play goes on.  If the timekeeper sees that the clock has exceeded 4.0 seconds, he waits until the play is over (the play is not blown dead), then brings the ball back to the original line of scrimmage with loss of down. (The timekeeper will be an official or coach from a team that is not playing) The only infractions possible when a 4 second count is called are: defensive holding, personal fouls, and unsportsmanlike acts. There CAN'T BE: an interception, offensive touchdown, or pass interference offensive or defensive.

Defensive Pass Interference will be a spot foul (1st down at the spot).

Responsibility to avoid contact is with the defense. There will be NO chucking. Deliberate bumping or grabbing; these actions will result in a tack on penalty at the end of the play (5 yard penalty)

Offensive pass interference is the same as High School rules.

Interceptions are a turn over.  Ball can not be advanced.  Ball is place on the 45 and offence takes over. 

Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5 yard penalty from the succeeding spot.

The offensive center is not an eligible receiver (teams must have a center).

The center will be responsible for setting or re-positioning the Referee’s bean bag at the line of scrimmage.

No taunting or trash talking.. (5 yard penalty & expulsion if flagrant).

The offense must gain at least 15 yards in the first 3 or less plays or the defense takes over. (There is no kicking). Four down territory occurs only after offense proceeds to or inside the 15 yard line cone (third quadrant).

Fighting: The player (s) involved will be ejected from the game. If a team fight occurs, the teams involved will be ejected from the game and will go before the BOD before any future participation.

Two delay of game penalties on the same possession results in a turnover. The opposing team will then put the ball in play on the 45 yard line.

Any dead ball foul on a play that results in the defense getting the ball and it is unable to be penalized back to the 50 yard line will result in a loss of down penalty. The defense, not the offense, would be starting play with 2nd down.

Scoring:         

          6 points for TD, 1 point for PAT from 3 yard line, 2 point PAT from 10 yard line (interception on PAT  is dead ball). Official score is kept by field referee and game manager.

 

Tie Breaker:

          After coin flip to determine first possession, teams will alternate 4 down series from the 15 yard line. A winner is determined when one team scores during its possession and the other does not. If a second overtime period is necessary, each team must then go for two points on the conversion attempts.

Time:

20 minute halves (continuous clock for each half--see: starting the game.).

No time outs. (EXCEPTION: Injuries. Both games on the Field will halt until player (s) can be removed as soon as safety dictates).

10 minute half-time/10 minutes between games.

7 on 7 games require that all games start/end at the same time. If a team (s) are late and can not start when the game officially starts, they will begin play with whatever time is left on the game clock. (Not to exceed 10 minutes of 1st half. Forfeit will occur after 10 minutes of the 1st half) IT IS IMPERATIVE TO KEEP TO THE GAME TIME SCHEDULE. Teams must be on site and ready to play when scheduled. Injury time outs may reduce the amount of time between halves and/or between games to maintain the game schedules.

Secondary Coverage’s:

          Cover 1 (man free)                                                                    Cover 2                                                                                           Cover 3                                                                                              Cover 4 (quarter-quarter halves, or straight quarters).

League Fees:

League Fees: $ 55.00 per player, 10 minimum players per team.

League is open to incoming 6th, 7th and 8th graders. 3 Divisions: 6th / 7th / 8th

Only officially registered players are allowed to play. Any new player must register with the league prior to participation.

No Select Teams:

          Teams must be formed with players from their Jr. Tackle fall team.  New players to the CDA Jr. Tackle will be place by the BOD.

Coaches:

Coaches are required to register their team and themselves with CDA Jr. Tackle 7 on 7 Football. No coach will be allowed to participate until he/she has completed registration and been approved.

Coaches are responsible for following all rules of CDA Jr. Tackle 7 on 7 Football.

Coaches are responsible for reporting accurate data (rosters, eligibility, age, grade level).

There is a zero tolerance policy on cheating. Any coach that violates CDA Jr. Tackle 7on7 Football policies could be denied access to coach for an entire season and could forfeit his team participation in upcoming games and/or tournaments, pending the BOD review

Parent Volunteer coaches are responsible for implementing sound offensive and defensive systems that duplicate their High School programs. They must be simple and sound systems.

All volunteer coaches must wear a team shirt/uniform. A team may not have more than four (4) coaches on the sideline. All coaches must register and be approved by CDA Jr. Tackle 7 on 7

 

 

Misc:

All Volunteer Coaches are to be positive and encouraging to players.

     Kids health and safety comes first

     Make sure all players drink water every 20 minutes or when ever they need it.

     Make sure all fields are safe. Stay clear from pot holes, bottles and sticks.

     When attending games make sure parents are informed to bring water, sun block, chairs, and canopies.

          All volunteer coaches must check in and attend coaches meeting before the start of events. Volunteer coaches that fail to do so will not be allowed to participate.

Mission Statement
The mission of the Coeur d'Alene Junior Tackle Football Association is to support a football league which is developmental yet competitive. It will teach good citizenship, and good sportsmanship along with the fundamentals of football. Our board and coaches will encourage commitment, self-discipline, responsibility, team work, fair play, and an appreciation for and knowledge of the game of football in an atmosphere of enjoyment and respect for self and others.
